• The Government intends to make award based on initial quote submissions without interchanges, but reserves the right to hold interchanges if deemed in the Government's best interest.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing emergency and routine water remediation services at Barksdale Air Force Base (AFB).

• The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary for water damage repair at Barksdale AFB.

• Services include water damage repair in accordance with Blanket Purchase Agreement specifications.

• Emergency Response: Assess and document water damage within 4 hours of notification. Respond with crews/equipment on site within 8 hours. Available 24/7.

• Non-Emergency Response: Assess and document water damage within 48 hours of notification. Respond with crews/equipment on site within 96 hours. Available 24/7.

• Develop and submit initial assessment reports detailing water damage by facility, floor, room, and finishes, including water source, extraction plan, monitoring intervals, and recommendations.

• Provide a preapproved price list (Appendix 1) and update it annually.

• Furnish industrial-grade water extraction and drying equipment, moisture meters, and sensors. The government will not provide equipment or materials.

• Deliverables: Initial assessment (4 hrs emergency, 48 hrs non-emergency), bid/proposal within specified timelines, daily progress updates with moisture readings, and a final report within 48 hours of mitigation efforts (including photos).

• Contractor Responsibilities: Blocking/padding furniture, removing vinyl cove base, drilling drywall, drywall removal/disposal, treating affected areas with EPA-approved anti-microbial agents, structural drying, steam cleaning carpets, providing power if needed, removing surface mold/mildew, and removing all debris daily.

• The contractor must take care not to damage government property and is responsible for repairs or replacement of any damaged property.

• Services are to be performed at Barksdale AFB.

• Normal base hours are Monday-Friday, 0730-1630, excluding Federal holidays or closures. Contractor must maintain adequate workforce during these hours.

• Certifications: Contractor must have current Institute of Inspection Clean and Restoration Certification (IICRC) for Carpet Cleaning, Water Damage Restoration, Applied Microbial Remediation, Odor Control, and Master Water Restorer.

• Contract Manager: A designated contract manager with full authority must be assigned and available by telephone during normal working hours. Must be fluent in English.

• Safety: Adhere to OSHA standards, furnish PPE, and report security threats. Follow fire prevention rules, including reporting all fires and prohibiting smoking in hazardous locations. Flammable liquids must be stored in approved containers.

• Base Access: Commercial trucks enter via Range Road. Coordinate with Base Security for access. Drivers and passengers must present Real ID/Passport, vehicle registration, proof of insurance, and valid driver's licenses. A Bill of Lading is required. Gate hours are 0500-1800.
