- Technical Description: Compliance with solicitation requirements, including the CLIN structure. Offerors should provide their best delivery lead time.
- Price: Reasonableness, with pricing provided for all CLINs in Attachment 3.
- Past Performance: Evaluation of Supplier Performance Risk System (SPRS) ratings (Dark Blue, Purple, Green, Yellow are acceptable; Red is unacceptable; Neutral for no rating). The Government intends to award without discussions, so initial offers should contain the best terms.
Key Clarifications & Site Visit
- Installation: Installation is part of the requirement and will occur at 3370 Wonnacott Ave, McGuire AFB, NJ 08641, RM 112. Delivery is direct to the customer site. Site access requires escort/visitor passes, with hours Monday-Friday, 0600-2000. There is no loading dock, but pallet jacks/forklifts can be scheduled. Access limitations include an 84" x 34" opening and tight corners.
- Bench Configuration: Vendors are to propose their best solution for the technical benches; no specific photo will be provided. Benches for the third room should be configured like existing ones. Only ESD counter tops are required, not standard tops in addition to ESD tops. The requirement is for 30" tops.
- Quantities: The Bill of Materials (BOM) listing 10 benches is correct; drawings showing 9 are outdated. The three 72x30 objects in Room 118 are benches and must be quoted.
- Site Visit: A discretionary site visit was conducted on March 25, 2026. Attendance was not mandatory for award but was encouraged.
