• Technical Acceptability: Requires offerors to be authorized distributors or provide traceability to the Original Equipment Manufacturer (OEM). All parts must be NEW and accompanied by a Certificate of Conformance (COC). Traceability must be clear, complete, documented, and auditable.
• Delivery: Evaluated based on confidence levels: High (within 45 days ARO), Satisfactory (46-60 days ARO), and Low (61+ days ARO).
• Price: Will be evaluated for fairness and reasonableness, considering quantity discounts and prompt payment discounts.
• Authorized Deviations: Notes deviations from Federal Acquisition Regulation (FAR) provisions and clauses.
• Security Prohibitions and Exclusions: Addresses restrictions related to covered telecommunications equipment/services, FASCSA orders, Sudan, and Iran.
• Quality Assurance: For orders touching USCG aircraft, contractors must immediately notify the Contracting Officer of any conditions that could cause non-conformity. A quality control manual is required.
• Packaging and Shipping: Specific instructions are provided for packaging (no popcorn, shredded paper, etc.) and shipping to the USCG Aviation Logistics Center.
• Inspection and Acceptance: Performed at destination, focusing on IAW manufacturer's specifications, count, and condition. A COC is required for all items.
• Invoicing: Instructions for submission and billing office details are provided.
