Scope of Work
The project entails the repair and restoration of the Wilson Hall facade, segregated into three distinct phases:
- Phase 1: East Elevation restoration and repair.

Each phase is expected to be completed within 180 calendar days after the issuance of a Notice to Proceed (NTP). Noisy work, such as concrete sounding, must be performed during off-hours (5 PM to dark).
Contract Details
FFDG anticipates awarding a Firm-Fixed-Price subcontract. Phase 1 is planned for 2026, while Phases 2 and 3 may be exercised at FFDG’s discretion between 2027 and 2030, based on need and funding availability. The NAICS code for this opportunity is 238110 (Structural Steel and Precast Concrete Contractors) with a small business size standard of $19.0 million. This opportunity is not set-aside.
Key Requirements & Amendments
Offerors must submit a bid guarantee of not less than 20% of the bid price (not to exceed $3 million). The awarded subcontractor will be required to provide payment and performance bonds and adhere to FFDG's General Terms and Conditions for Construction, including specific insurance requirements and Davis-Bacon Act wage rates. Amendments to the RFP have provided responses to offeror questions, clarified scope details, added tax exemption certificates (Exhibits P and Q), and extended the proposal due date from February 17, 2026, to February 24, 2026.
Submission & Evaluation
Proposals must be submitted electronically to cdaley@fnal.gov by February 24, 2026, at 4:00 PM CT. Submissions should comprise two parts: a Technical Proposal and a Business Management and Price Proposal. Evaluation will follow a "best value tradeoff" method, where technical criteria (Organizational Structure and Key Personnel, Approach/Safety Compliance/Work Plan/Schedule, and Past Performance) are considered more important than cost or price. Offerors must acknowledge all amendments.
