Evaluation & Submission
Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on Technical Capability, Price, and Past Performance. The Government will evaluate offers by adding the total price for all options to the total price for the basic requirement. Submission Requirements:
- Active SAM registration is mandatory.
- Submit SF-1449, all amendments (including SF-30s), and the Schedule of Items.
- Complete all required blocks on SF-1449, including UEID.
- Provide company experience (1-2 pages) and relevant past performance for 2024-2025.
- Include Key Personnel information if not subcontracting.
- Submit as a single PDF attachment via email to jorge.somoza@usda.gov.
- Amendment 1 modifies the solicitation, specifically expanding clause 52.217-5 regarding option evaluation. Offerors must acknowledge receipt of this amendment.
