Statement of Work (SOW) / Performance Work Statement (PWS)

To provide labor, tools, materials, equipment, transportation, and supervision necessary to deliver and install modern, custom-designed furniture within the Spangdahlem Air Base Wing Operations Center (WOC). This includes the removal and disassembly of existing furniture and the installation of new workstation systems.

• Construct and install furniture that maximizes available floor space and supports 15 fully functional workstations.

• Incorporate under-desk power solutions with surge-protected outlets and cable pass-throughs.

• Integrate cable management channels for power and data cabling.

• Include desk-mounted video wall capabilities with modular arms or rails for multiple monitor support.

• Provide ergonomic seating with lumbar support, durable upholstery, and height-adjustable features.

• Utilize durable materials such as laminate or composite surfaces with scratch-resistant finishes.

• Disassemble existing furniture for government reuse, handling components carefully to prevent damage.

• A post-installation inspection will be conducted jointly by the contractor and government to ensure completion and identify any damage.

• Any identified damage must be documented on a punch list by the contractor for repair or replacement at no additional cost to the government.

• Punch list items must be addressed within 14 calendar days of the inspection date. Written justification is required for delays.

• All closeout documentation, including warranties, product data, and as-built configuration notes, must be submitted prior to final acceptance.

• Work will be performed within the Spangdahlem Air Base Wing Operations Center (WOC).

• Work hours are Monday - Friday, 7:00 am - 5:00 pm, unless pre-approved changes are obtained from the Contracting Officer.

• The contractor need not work on recognized US Federal Holidays or Spangdahlem Air Base down days.

• Contractor personnel will be escorted onto Spangdahlem Air Base by 52 SFS personnel.

• Materials and tools must enter via the Large Vehicle Inspection Area at Gate 3.

• All personnel require a valid passport or identification card for base access and will undergo background checks.

• Contractor personnel must hand-carry materials and tools inside the WOC, taking care not to damage existing property.

• The contractor is responsible for setting up furniture in the end state and documenting all warranties.

• Building users are responsible for removing personal and government files from workstations prior to construction.

Solicitation / RFP / RFQ

This is a pre-solicitation notice for commercial items to supply and install office furniture that maximizes available floor space to support 15 fully functional workstations. The location for delivery, performance, acceptance, and FOB point is Spangdahlem Air Base, Germany. This notice is not a solicitation and does not guarantee a future solicitation.

• Supply and install office furniture for 15 workstations.

• Furniture must maximize available floor space.

• Deliverables include WOC Furniture - Desks (15 EA), WOC Furniture - Chairs (15 EA), and Installation and Delivery Service (1 EA).

• Offerors must provide a Price Exhibit and a Technical Exhibit.

• Technical Exhibit must include Specification Compliance and a detailed timeline for design, build, delivery, and installation.

• The contract type is not specified, but award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process.

• Final completion of all requirements is due no later than March 13, 2026.

• Funds are not currently available for this effort; no award will be made until funds are available.

• Quotes must include a Price Exhibit (populating provided table) and a Technical Exhibit (demonstrating capability and timeline).

• Offerors must submit their SAM registered Unique Entity Identifier (UEI).

• Evaluation will be based on Price and Technical factors.

• Technical acceptability will be rated as "acceptable" or "unacceptable".

• The lowest-priced quotation will be evaluated first for technical acceptability.

• Quotes are required to be valid until an unspecified date.

• No set-aside will be used due to the overseas location.

• Offerors must be registered in SAM.gov.

• Offerors must be responsible, with evaluations considering SAM, FAPIIS, PIEE/EDA, CPARS, and SPRS.
