• User Roaming Frequency: Users are anticipated to roam based on mission requirements, as the device is a CDO phone.
• Roaming Duration: Roaming is estimated to occur possibly once per quarter.
• Wireless Internet Plan Usage: The Unlimited Wireless Internet Plan is for local consumption only and does not involve roaming.

These clarifications provide specific details on expected user roaming behavior and the scope of wireless internet plans, which may influence vendor proposals or understanding of service requirements.

Solicitation / RFP / RFQ

This solicitation seeks proposals for Wireless Internet and Enterprise Unlimited Pro Services to support Commander, Task Group 73.2 (CTG 73-2) personnel. The services are required to ensure continuous high-speed internet connectivity for daily operations, mission communications, and administrative functions.

• Unlimited Wireless Internet Plan: 5 units, each with 1000GB HSPA data, supporting up to 10 devices.

• Mobile Service Plan: 1 unit (supports 4LTE/5G) with unlimited voice and SMS, unlimited long-distance calls and SMS to the U.S., and 30GB of data roaming for US, Japan, Korea, Singapore, and Philippines.

• Furnish and install all necessary equipment (modem, router, etc.).

• Ensure 24/7 connectivity with at least 95% uptime.

• Provide technical support and troubleshooting within 24 hours of outage notification.

• Replace defective equipment at no additional cost.

• Deliver active wireless services and enterprise unlimited plan within 5 business days of contract start date.

• Provide monthly billing reflecting agreed pricing.

• Provide customer support and troubleshooting.

• Period of Performance:

  • Base Period: 12 months (March 20, 2026 - March 19, 2027)
  • Option Period 1: 12 months (March 20, 2027 - March 19, 2028)
  • Option Period 2: 12 months (March 20, 2028 - March 19, 2029)

• Pricing Arrangement: Firm Fixed Price for all line items.

• Offer Due Date: March 17, 2026, 10:00 AM.

• Submission Instructions: Submit quotations via email to Joshua Tyquiengco (joshua.g.tyquiengco.civ@us.navy.mil) and Rafael Battung (rafaeleladio.m.battung.civ@us.navy.mil). Hand delivery, postal mail, express mail, or fax are not accepted. Emails exceeding 10 MB may not be received.

• Required Documents: Complete SF 1449, Attachment (A) Pricing Sheet, and a separate quote with pricing breakdown and technical description.

• Evaluation: The government will award to the responsible offeror whose offer is most advantageous, considering price and other factors. The document indicates "price only" as the evaluation factor.

• This acquisition is set aside for Small Business.

• NAICS Code: 517112, Size Standard: 1500.

• Includes a Notice of Price Evaluation Preference for HUBZone Small Business Concerns.

• No government-furnished equipment is required.

• Contractor will furnish all equipment, SIM cards, and connectivity.

• Payment will be made via Wide Area WorkFlow (WAWF).
