Purpose & Scope
This RFI is for planning and market research only and is not a solicitation or obligation. State seeks to assess the market's capability to provide comprehensive VE services that are architectural or engineering in nature. Services include, but are not limited to: VE cost proposal evaluation, risk analysis and advisory support, meeting facilitation, independent cost reviews, technical peer reviews, project scope of work definition, non-project-specific VE/Risk studies, and VE/Risk program management assistance.
Submission Requirements
Interested firms must clearly demonstrate capabilities through examples of previous or current VE and Risk Management contracts. Each project example should detail:
- Project Name, Firm's role, Project program and function.
- Project budget, final contract amount, schedule, and completion date.
- Offeror’s unique approach to solving requirements, and management/planning approach.
- Relevance of projects to the IDIQ scope, and any certificates/awards. Firms may also submit SF330s. Additionally, the attached Contractor Information Form and Questionnaire must be completed.
Key Questions for Respondents
Respondents are asked to address the following:
- Interest in an in-person meet and greet with a DOS representative at the SAVE International 2026 Value Summit in Milwaukee, WI, on June 11, 2026.
- Experience providing VE and Risk Management services (NAICS 541330), with examples including contract numbers, performance period, value, and customer name.
- Experience performing VE service contracts for the U.S. government, describing services, type, location, scale, and agency.
- Provision of an SF330, if available.
