Scope of Work
State seeks information on firms providing comprehensive VE services that are architectural or engineering in nature. Services include, but are not limited to:

- Risk analysis and advisory support
- Meeting facilitation
- Independent cost reviews
- Technical peer reviews
- Project scope of work definition
- Non-project-specific VE/Risk studies
- VE and Risk program management assistance
- Related analytical or advisory services
Submission Requirements
Interested firms must clearly demonstrate capabilities through examples of previous or current VE and risk management contracts. Each project example should include:
- Project Name, Firm's role, and area(s) of responsibility
- Project program and function, budget, final contract amount, schedule, and completion date
- Offeror’s unique approach, management/planning approach, and relevance to the IDIQ scope
- Any certificates, awards, or peer recognition
Firms must also submit SF330s and complete the attached Contractor Information Form and Questionnaire. Specific questions to address include:
- Interest in an in-person meet and greet at the SAVE International 2026 Value Summit.
- Experience performing VE and Risk Management services under NAICS 541330, with examples.
- Experience performing VE service contracts for the U.S. government, with descriptions.
- Availability of an SF330.
