This solicitation is for conference space, meeting rooms, and audio/visual (A/V) services for a three-day VBA Executive Leadership Training (ELT) for approximately 100 participants. The event is scheduled for April 20-22, 2026. The primary location is the Baltimore Marriott Waterfront, 700 Aliceanna Street, Baltimore, MD. Offerors must be located within a two-mile radius of this hotel.

• Meeting Rooms: One general session room (min. 8,000 sq ft) with crescent seating for 100, a head table on a riser, and ramp/step access. Three breakout rooms (min. 1,000 sq ft each) in classroom style for 45 people. Two admin rooms for 10 people. A boardroom for calls/brief meetings.

• Ancillary Services: 20-30 easels for signage, two keys for event staff for all rented rooms, a registration area with skirting, chairs, and a trash can.

• Audio Visual (A/V) Equipment: Comprehensive A/V package for general session and breakout rooms, including confidence monitors, LCD projectors, screens, microphones, sound systems, cameras, and technicians. Wi-Fi is required in the general session, breakout, admin, and boardroom.

• Meals: Participants, presenters, and staff will arrange their own meals. Water stations and coffee service are requested.

• Estimated Value: $40 Million

• Contract Period: April 20, 2026 - April 22, 2026 (Base Period)

• Submission Method: Quotes must be submitted via email to bridget.bartolomei@va.gov.

• Deadline: As specified in Block 8 of the SF 1449.

• Evaluation: Best value determination, with Technical Capability being more important than Price. Offers will be evaluated comparatively.

• Price/Cost Schedule: Includes separate line items for Conference Meeting Rooms and Audio Visual Services.

• Unrestricted Solicitation: This requirement is being solicited as unrestricted.

• SDVOSB/VOSB Credit: Service-Disabled Veteran-Owned Small Businesses (SDVOSB) will receive a 5% price evaluation credit, and Veteran-Owned Small Businesses (VOSB) will receive a 3% price evaluation credit.

• SAM Registration: Vendors must have current and active registration in the System for Award Management (SAM) at the time of submission.

• Location Requirement: Offerors must be located within a two-mile distance of the Baltimore Marriott Waterfront.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-4, 52.212-5, and others. VAAR clauses are also incorporated.

• Payment will be made via Electronic Funds Transfer (EFT) through the TUNGSTEN Network.

• Invoices are to be submitted upon completion of services.
