Scope of Work
The selected Developer will be responsible for:
- Preservation: Maintaining the historic nature of Building 1 in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties.
- Development: Redeveloping the site with innovative, market-based solutions.
- Sustainability: Incorporating sustainable design principles, aiming for at least LEED Silver or Two Green Globes certification.
- Compliance: Adhering to all applicable federal, state, and local environmental laws, codes, ordinances, and regulations, including NEPA, NHPA, ADA, and ABA requirements.
- Capitalization: The project must be fully capitalized by the Respondent; the VA will not provide capital or financing.
Contract Details
This opportunity is structured as a ground lease, with the term to be determined. Respondents are required to propose annual base rent and participation rent terms. The Respondent is solely responsible for obtaining 100% of the financing and equity for the project, including predevelopment costs. The VA will cooperate but will not extend loans or provide funds.
