Quick Summary

The Bureau of Land Management (BLM) is soliciting proposals for a Design-Build project to construct the Meadowood Sensory Nature Trail and associated improvements at the Meadowood Special Recreation Management Area (SRMA) in Lorton, VA. This is a Total Small Business Set-Aside opportunity. Proposals are due by April 29, 2026, at 12:00 P.M. MDT.

Scope of Work

This project encompasses three primary components:

  • Sensory Nature Trail: Design and construction of an approximately 1-mile accessible sensory trail, specifically designed for individuals with neurodivergent conditions. This includes a main loop, shortcut, potential barefoot path, and six multi-sensory "Activity Stations" (e.g., Classroom, Build/Design, Senses, Play/Active, Reflection, Music). The trail must use natural materials and minimize ambient noise.
  • Enchanted Pond Outflow Culvert Replacement: Excavation and replacement of a failing 12-inch corrugated metal outflow culvert to address corrosion and localized flooding, including embankment repair and outlet stabilization.
  • Mustang Trailhead Improvements: Expansion of the existing 8.20-acre parking lot to accommodate 12 horse trailers, 25 POVs, and 4 semi-trailers. This also includes upgrading stormwater management, adding public double vault toilets, installing water/electrical utilities, creating an access road from Gunston Road, and relocating a pollinator garden.

Contract Details

  • Contract Type: Firm Fixed-Price (FFP), Single Award Contract.
  • Period of Performance: 450 calendar days from the Notice to Proceed.
  • NAICS Code: 237990 (Other Heavy and Civil Engineering Construction) with a $45M size standard.
  • Product Service Code: Y1PA (Construction Of Recreation Facilities (Non Building)).
  • Limitations on Subcontracting: Bidders must demonstrate at least 15% of the total contract effort will be performed by the prime contractor, as detailed in Attachment 0013.

Submission & Evaluation

  • Questions Due Date: April 13, 2026, at 2:00 P.M. Mountain Time, using Attachment 0015-RFI Form.
  • Evaluation: Best Value Continuum Tradeoff Approach, considering Technical Approach, Schedule, Design-Build Team/Key Personnel, Past Performance, and Price. Non-price factors are approximately equal in importance and, when combined, are approximately equal to price.
  • Past Performance: A Past Performance Questionnaire (Attachment 0014) is required, with references due by April 17, 2026.
