Sources Sought Notice

This notice is issued by the U.S. Bureau of Reclamation, Four Corners Construction Office, to determine the availability and capability of small businesses to perform construction work for the Navajo-Gallup Water Supply Project (NGWSP) Block 2-3 Pipeline. This is an informational tool to identify potential prime contractors with the technical expertise and bonding capability. The information gathered may inform a future solicitation, potentially as a total small business set-aside.

The project involves the construction of the NGWSP Block 2-3 Pipeline, which will convey water from the San Juan River. Key components include:

• Approximately 6.0 miles of 42-inch diameter buried water transmission pipe.
• Approximately 5.9 miles of 48-inch diameter buried water transmission pipe.
• Two 0.3 million-gallon ground level storage tanks with associated yard and access road.
• Wash crossings, bored crossings, and precast manhole structures.
• Concrete thrust collars, tapers, and encased miter bends.
• Buried manholes, valves, air valves, and blowoffs.
• Road crossings and utility crossings.
• Erosion control and cathodic protection.
• Supervisory Control and Data Acquisition (SCADA) equipment and fiber optic cabling.

The pipeline alignment begins south of the Frank Chee Willetto Reservoir (approx. 17 miles east of Shiprock, NM) and terminates at the San Juan Lateral Water Treatment Plant (approx. 6 miles east of the intersection of U.S. Highway 491 and Navajo Route 36 in San Juan County).
