- Implementation of erosion control and cathodic protection systems.
- Provision of Supervisory Control and Data Acquisition (SCADA) equipment and fiber optic cabling.
- Connection of the Block 2-3 pipeline to Pumping Plant One (1) and the Block 2-3 Horizontal Direction Drill (HDD) Pipeline.
- Comprehensive Quality Control/Quality Assurance (QC/QA) program, detailed submittals (including As-Built Drawings), and environmental/cultural resources compliance.

- Period of Performance: 21 calendar days to begin performance after award, with completion within 675 calendar days. The pipeline must be completed no later than September 15, 2028.
- Set-Aside: This is a Full and Open Competition. Indian preference requirements are applicable. Minimum subcontracting goals are established: Small Businesses - 45.87%, Small Disadvantage Businesses – 5%, Woman-owned Small Businesses - 5%, HubZone Small Businesses - 3%, Service-Disabled Veteran-owned Small Business - 5%.

Submission & Evaluation
Offers are due by June 30, 2026, at 10:00 AM MT. Sealed offers must be submitted in original and one copy, clearly marked with the offeror's name, address, solicitation number, and due date/time. Offers providing less than 60 calendar days for Government acceptance will be rejected. Award will be made to the responsible offeror that is compliant with the solicitation terms, presents proof of an appropriate bid guarantee, and submits the lowest priced bid. Pricing will be evaluated for balance, fairness, and reasonableness.
Important Notes
Bidders must adhere to Buy American requirements and prevailing wage rates (Davis-Bacon Act). New Mexico Gross Receipts Tax and Navajo Nation Tax will be reimbursed. Performance and Payment Bonds are required. A site visit was held on April 22, 2026, and questions were due by May 13, 2026. Geotechnical reports and detailed drawings are available and critical for understanding site conditions and design specifications.
