Project Overview
This project, authorized by the Aamodt Litigation Settlement Act, aims to design and construct water system improvements for the Pojoaque Basin, New Mexico. The system will deliver 4,000 acre-feet of water annually, with a peak daily demand of 6.23 million gallons per day, meeting federal clean drinking water standards. It will serve the Pueblos of San Ildefonso, Pojoaque, Nambé, and Tesuque, as well as a portion of Santa Fe County, located approximately 15 miles north of Santa Fe. Phase 1 of the PBRWS is currently under construction.
Scope of Work
The project involves a two-phase approach:
- Design Phase (180 days): Utilize existing 60-100% design drawings and a WaterGEMS model, incorporating value engineering and innovative technology to achieve 90% design completion. This phase includes iterative design and cost estimation, culminating in a firm-fixed price proposal for the construction phase.
- Construction Phase (1,120 days): Complete 100% design and construction tasks, including inspection, cultural monitoring, system disinfection, and as-built drawings. The system must be compatible with Phase 1 infrastructure.
- Post-Construction Phase: Includes pump station testing, demonstration testing, operator training, and 6 months of technical support.
- Key Requirements: Facilities and equipment must meet or exceed federal clean drinking water standards, accommodate varying production quantities (170,000 GPD initially to 6.23 MGD peak), and adhere to an effective safety program and environmental/cultural resource commitments.
Contract Details
- Contract Type: Hybrid Fixed Price and Progressive Design-Build.
- Estimated Budget: $180,000,000 - $300,000,000.
- Period of Performance: 180 days for the design phase (stakeholder facilitation and 90% design review), followed by 1,120 days for construction, commissioning, and performance testing.

Submission & Evaluation

- Stipend: Unsuccessful Phase II Offerors who submit complete Phase II proposals will receive a $250,000 stipend.
- Evaluation: Technical factors combined are significantly more important than Price.
