The project is located approximately 15 miles north of Santa Fe, New Mexico, and will integrate with the ongoing Phase 1 infrastructure.

Key Requirements & Deliverables

The contractor will be responsible for both design and construction. The design phase involves utilizing existing 60-100% design drawings and a WaterGEMS model, incorporating value engineering, and achieving 90% design completion, leading to a firm-fixed price proposal for construction. The construction phase includes 100% design completion, inspection, cultural monitoring, system disinfection, and as-built drawings. Post-construction activities include demonstration testing, operator training, and 6 months of technical support. Facilities must meet federal clean drinking water standards and be compatible with PBRWS Phase 1.

Submission & Evaluation

This is a two-phase design-build selection process, evaluated using a best value approach per FAR Part 15 and Part 36.3.

  • Phase One (Qualifications): Offerors submit qualifications focusing on Technical Qualifications, Project Team Organization and Key Personnel, and Past Performance. The "General Technical Approach" factor has been eliminated. Offerors can provide up to three project experiences per specialty (Designer, Builder, Construction Inspection Services, Cultural Monitoring Service) for a combined total of twelve projects. Independent subcontractors are required for Cultural Monitoring and Construction Inspection Services.
  • Phase Two (Technical and Price Proposals): The three most highly qualified firms from Phase One will be invited to submit technical and price proposals, including Design Concept, Technical Approach, Small Business Participation, and a Pricing Schedule. Technical factors combined are significantly more important than Price.
  • Stipend: A $250,000 stipend will be provided to unsuccessful Phase II Offerors who submit complete Phase II proposals.
  • SAM Registration: Active registration in SAM is required.
