Quick Summary

The Department of Veterans Affairs (VA), Network Contract Office 02, is soliciting bids for Clinic Renovations at the Batavia VA Medical Center (VAMC) in Batavia, NY. This project involves extensive renovation of clinical areas on the ground floor of Building 1, addressing sanitary piping issues. This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Bids are due Tuesday, May 19, 2026, at 11 AM ET.

Scope of Work

The general scope includes the replacement of walls, millwork, flooring, finishes, and ceilings in areas affected by sanitary piping issues. Previous demolition has already removed affected components. The work must be performed while the area remains a functioning Clinical Outpatient Care Area, requiring strict adherence to infection control, safety, and noise control protocols. Some work may be required during nights or weekends to minimize impact on patient care.

Specific requirements include:

  • Plumbing: Installation of new fixtures (toilets, sinks, faucets), re-piping, and ensuring proper insulation and sanitization. Ten hand-wash sinks are required.
  • Electrical: Replacement of light fixtures (e.g., Cooper Lighting HALO 6” Canless LED Downlight HLBSL609FS5 or equal), receptacle reconfiguration (existing receptacles remain, new stainless steel wall plates), and installation of #12AWG THHN wire in half-inch Electrical Metallic Tubing Conduit for downlights. No new circuits will be added. GFCI receptacles are required near water fixtures (45 duplex, 15 GFCI duplex).
  • Millwork: Installation of specific Mid-Mark Synthesis Cabinetry models (or approved equal) for reception areas (G46, G37, G38, Corridor G49) with solid surface Dupont Corian countertops.
  • Flooring: Grinding floors to porous concrete before new flooring preparation, with drains and cleanouts floated flush with the finished floor.
  • General: Installation of fire-rated plywood for handrails, R15 insulation for soundproofing, 5/8” cement board, impact panels, and painting. Existing fire alarm pull stations and nurse call systems must remain operational and be carefully worked around.

Contract Details & Requirements

This is a Firm-Fixed-Price contract with an estimated magnitude between $250,000 and $500,000. The period of performance is 90 days (12 weeks) from the Notice to Proceed. Bid bonding is required. All electrical installations must comply with NFPA 70 (NEC), NFPA 70B, NFPA 70E, NFPA 99, NFPA 110, NFPA 780, and OSHA standards.
