Scope of Work

The project involves comprehensive site preparation, demolition, and furnishing of labor and materials for EHRM infrastructure upgrades. Key upgrades include:

  • Electrical Systems: Panel upgrades, normal and emergency power, bonding, UPS.
  • HVAC & BMS: New/upgraded HVAC, Building Management System interfaces.
  • Space Renovation: Reconfiguration, expansion, and renovation of existing space, including a Data Center (expanded space, cable management, server rack configuration).
  • Communications Infrastructure: New data outlets, patch panels, upgrade to Cat 6A cable, campus-wide fiber infrastructure backbone (within and between buildings), and diversified WAN path.
  • Security & Abatement: Physical security upgrades and Hazardous Materials abatement. Work will be performed in Buildings 1, 2, 11, 18, 29, 46, 96, and associated site areas, in accordance with attached Specifications and Drawings (updated April 27, 2027).

Contract Details

  • Contract Type: Firm-Fixed-Price.
  • Period of Performance: Approximately 730 calendar days from Notice to Proceed.
  • Estimated Value: $10,000,000 to $20,000,000.
  • Set-Aside: Total Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be SBA certified and listed at the time of bid submission and award.
  • NAICS Code: 236220 (Commercial and Institutional Building Construction) with a $45 million size standard.
  • Limitations on Subcontracting: For General Construction, offerors must certify they will not pay more than 85% of the government-paid amount to firms that are not certified SDVOSBs or VOSBs (excluding material costs). This certification is mandatory.
