Quick Summary

The Department of Veterans Affairs (VA) is soliciting proposals for the EHRM Infrastructure Upgrades Construction project (518-22-700) at the Bedford VA Medical Center (VAMC). This is a Firm-Fixed-Price contract for design-bid-build services, estimated between $20,000,000 and $50,000,000. This opportunity is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Proposals are due April 21, 2026, at 1:00 PM EST.

Scope of Work

The project involves comprehensive site preparation, demolition, and construction to upgrade telecommunications cabling and infrastructure across multiple buildings (including 1-22, 33, 61, 62, 70, 78, 78A, 80, 81, 82, Crescent House) and the Main Computer Room (MCR) at the Bedford VAMC. Key infrastructure improvements include:

  • Upgrades to communications cabling in Telecommunications Rooms (TR) and the MCR.
  • Phased replacement of the existing MCR with a new building.
  • Installation of new Fiber Optic Cable and CAT 6a telecommunications cable to all locations, including a 10% allowance for new data ports.
  • Installation of new Work Area Outlets (WAO), racks, UPS, power supplies, HVAC, CCTV, Fire Protection and Fire Alarm systems, Advanced Utility Monitoring System, and Physical Access Control Systems (PACS) and doors.
  • Integration of specific brand-name systems like Johnson Controls Exacqvision (security camera/monitoring), Johnson Controls Software House iStar (PACS), Trane Ensemble (BMS), and Edwards EST3 (fire alarm).
  • Hazardous material abatement (asbestos and lead-based paint) is required.
  • Comprehensive third-party inspections, testing, and commissioning are mandatory and paid for by the General Contractor.

Contract Details

  • Contract Type: Firm-Fixed-Price (FFP)
  • Estimated Value: $20,000,000 to $50,000,000
  • Period of Performance: 730 calendar days from Notice to Proceed (NTP).
  • NAICS Code: 236220 (Size Standard: $45.0 million)
