Contract Details

This is a Firm-Fixed-Price contract with an estimated cost range of $2,000,000 to $5,000,000. The period of performance is 300 calendar days from the Notice to Proceed. The applicable NAICS Code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 Million. Performance and Payment Bonds are required for contracts exceeding $150,000, and a 20% Bid Bond must accompany the bid.

Eligibility & Submission

This procurement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Offerors must be registered in SAM.gov and verified/certified as SDVOSB in the SBA Small Business Search at the time of bid submission and prior to award. Key submission requirements include a Bid Bond, acknowledgement of all amendments, a Buy America Certificate (FAR 52.225-2), a VA Limitations on Subcontracting Certificate (852.219-75), and the annual VETS 4212 Report. The Limitations on Subcontracting clause specifies that for special trade construction, not more than 75% of the amount paid can go to firms that are not certified SDVOSBs or VOSBs.
