Submission & Evaluation

Offerors must submit a Safety Plan and provide information on their safety record and Experience Modification Rate (EMR). The government plans to award without discussions but reserves the right to hold them if necessary. Proposals must be submitted as a single package including a signed SF 1442, technical proposal, price proposal, cost summary, and other required documents, along with an electronic copy on CD.
