Eligibility & Set-Aside

All contractors and joint ventures must be certified in SBA VetCert and registered in SAM.gov at the time of proposal submission through award. VAAR clause 852.219-75, Notice of Limitations on Subcontracting, applies, stipulating that contractors will not pay more than 85% of the amount received from the government to firms that are not certified SDVOSBs or VOSBs, excluding material costs. Affirmative action goals for minority (9%) and female (6.9%) participation are also applicable.
