Quick Summary

The Department of Veterans Affairs (VA), specifically Network Contract Office 8 (36C248), is soliciting proposals for a Design-Build (DB) project to install a new GE Revolution Ascend CT Scanner (LDCT) system at the James A. Haley Veteran’s Hospital in Tampa, FL. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside opportunity. The project, identified as Project No. 673-CSI-131, aims to bring the Interventional Radiology (IR) / Low Dose Lung Cancer Screening (LDCT) suite into compliance with current VA CFM Technical Information Library (TIL) standards. This is a two-phase procurement, currently in Phase 2, with proposals due May 8, 2026, at 2:00 PM ET.

Scope of Work

The contractor shall provide all labor, tools, and materials for comprehensive design-build services. This includes site investigation, design, preparation of drawings and specifications, and construction. Key construction elements involve site preparation, installation of the new CT LDCT equipment, demolition of existing finishes and systems, structural modifications, architectural improvements (partitions, ceilings, flooring, painting), radiation shielding provision and testing, and updates to mechanical, electrical, and plumbing (MEP) systems (HVAC, medical gas, fire sprinklers, electrical power). Infection control planning and coordination with equipment suppliers and VA staff are also critical.

Contract Details

This is a Firm-Fixed-Price contract with an estimated magnitude of construction between $1,000,000 and $2,000,000. The period of performance is 281 calendar days from the Government's Notice to Proceed (NTP), with 101 days allocated for design and 180 days for construction. The contract is subject to the availability of FY26 funding. The NAICS code is 236220 - Commercial and Institutional Building Construction, and the PSC is Y1DA - Construction of Hospitals And Infirmaries.

Submission & Evaluation

This is a two-phase solicitation. Phase 1 proposals were evaluated based on Technical Approach, Technical Qualifications, Specialized Experience, and Past Performance, with technical factors being more important than price. A maximum of five highly-rated Phase 1 offerors were invited to Phase 2. Amendment 0004, posted April 21, 2026, provides RFI responses for Phase 2 participants. Offerors must submit a detailed Project Price Breakdown using the provided spreadsheet and complete forms for Specialized Experience, Past Performance Questionnaire (PPQ), and EMR (Experience Modification Rate). An EMR greater than 1.0 or certain OSHA violations will lead to disqualification. Compliance with VAAR 852.219-75 (Limitations on Subcontracting) is mandatory, requiring certification that for general construction, no more than 85% of the contract amount will be paid to non-SDVOSB/VOSB firms.

Key Requirements & Compliance

The project requires adherence to VA, local, state, and Federal occupational safety laws, life and safety codes, and OSHA guidelines. Personnel must be licensed and trained, including an Industrial Hygienist and a Florida Licensed Structural Engineer, with OSHA-approved 10-hour Construction Outreach Training. A third-party commissioning agent is required. Contractors must develop and maintain Network Analysis System (NAS) plans and computer-generated schedules using Primavera P6, engaging an independent CPM consultant. Prevailing wage rates for Hillsborough County, FL, as detailed in WD FL20260208, must be accounted for.

Important Documents

Bidders should review the SOW 673-CSI-131, the Pre-Installation Manual for the GE Revolution Ascend CT Scanner, and the various architectural, electrical, plumbing, mechanical, and structural drawings for detailed technical specifications. The Project Price Breakdown.xlsx and Specialized Experience Form are critical for proposal submission.
