Submission & Evaluation

Proposals must be submitted via email to Lucretia.Maloney@va.gov and Megan.Dohm@va.gov. Submissions require four volumes: Past Performance, Contractor Qualifications, Price, and Administrative. Evaluation will follow a best value tradeoff process, considering Past Performance, Contractor Qualifications, and Price. A Bid Guarantee (SF 24) of not less than 20% of the proposal price (not exceeding $3,000,000) is required. Payment and Performance Bonds (SF 25A and SF 25) will be required upon award.

Key Requirements & Notes

A site visit was held but was not mandatory. Offerors must comply with Davis-Bacon Act wage rates for Polk County, IA, and the Limitations on Subcontracting (VAAR 852.219-75), which limits general construction subcontracting to 85% (excluding materials) to non-SDVOSB/VOSB firms. Personnel will require VA PIV Cards. Designers/consultants involved in the project's design are precluded from participating as prime contractors, mentor-protégé partners, or subcontractors.
