This is a pre-solicitation notice for construction services to repair parking lots and roads at the St. Albans VA Medical Center in Queens, NY. • Compliance with VA, NFPA, Life Safety, OSHA regulations, and manufacturer specifications.

• Responsibility for cleanup, debris removal, and recycling (at least 50% of construction waste).

• Provision of an English-speaking supervisor with a minimum of five years of experience.

• Compliance with VA Privacy and Information Security Awareness training requirements for all personnel.

• Utilization of the VISN 2 Autodesk Build Construction Management Platform (ACC) for all project correspondence, RFIs, submittals, schedules, testing reports, and safety documentation.

• Estimated Construction Cost Range: $5,000,000 - $10,000,000.

• This is a pre-solicitation notice; the actual solicitation has not been released.

• The solicitation is anticipated to be issued on or about December 19, 2025.

• Bid bonds will be required once the Invitation for Bid (IFB) is released.

• All work must be free from defects in workmanship and materials, providing required capacity and performance.

• Defects must be corrected within 24 hours at no cost to the Government.

• Contractor is responsible for cleanup, debris removal, and recycling (at least 50% of construction waste).

• A clean, safe work area must be maintained.

• Site supervision by an English-speaking supervisor with a minimum of five years of experience is required.

• Contractor must provide its own storage for materials, tools, and equipment.

• Personnel must complete "VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use of VA Sensitive Information" and renew annually.

• All construction contractors shall utilize the VISN 2 Autodesk Build Construction Management Platform (ACC) for project correspondence, RFIs, submittals, schedules, testing reports, and safety documentation.

• Estimated Construction Cost Range: $5,000,000 - $10,000,000.

• The solicitation is anticipated to be issued on or about November 25, 2025.
