Scope of Work
This project involves comprehensive renovation of the fourth floor of Building 3 to improve spatial implementation for PACT, patient flow, staff communication, and patient visit efficiency, including accessibility and restroom upgrades. The scope includes general construction, alterations, and necessary demolition of existing elements. Specific work entails reframing, painting, new ceiling grids, new ceiling tiles, and new flooring (LVT or carpet). The HVAC system will be significantly upgraded, replacing existing Fan Coil units with a ducted forced-air system and demolishing/replacing existing Air Handling Units. Asbestos abatement for VCT flooring mastic and hydronic piping insulation is required. Trades involved include plumbing, HVAC, electrical, low-voltage, fire protection, life safety, painting, carpentry, mill work, flooring, data, and physical security. The solicitation includes two bid items: a Base scope and a Deduct Alternate for certain north-central portions of Section B.

Submission & Evaluation
This is a Two-Phase Design-Build Acquisition.
- Phase I focuses on Corporate Experience, Technical Approach, Past Performance, and Construction Management. A maximum of four offerors will be selected to proceed to Phase II.
- Clarifications: Safety/Environmental Violations and Experience Modification Rate are not required for Phase I. SF1442 and amendments for Phase I should be emailed to the contracting officer. Page limitations for TAB A (Subfactor 1b) and TAB B will not be increased (one page per project/person). Teaming agreements are not required for Phase I.
- Phase II requires a Technical Solution, Schedule, and Price proposal.
- Clarifications: Bonding capacity and expected availability for 2026 is requested. System copies of CPARs with UEIs are sufficient for Past Performance (TAB C). Offerors must provide their current workload and staff availability for Subfactor 4C. Teaming agreements are required as part of the pricing submission for Phase II. Subfactor 4B (Project Delivery Approach) should detail design delivery, VA/A/E reviews, checks, timing, and feedback.
- Evaluation: Best Value Tradeoff source selection, where factors other than price are significantly more important than price alone.

- Special Requirements: A Bid Guarantee will be required for Phase II. FAR 52.225-2 Buy American Act Certificate and VAAR 852.219-75 Limitations on Subcontracting Certificate must be completed and submitted in Phase II. A Contractor Quality Control (CQC) plan must be submitted within 15 days of NTP, requiring a CQC System Manager with specific qualifications and training.
