• Scheduling: Contractor must designate a qualified 3rd-party scheduling consultant (5+ years experience) and use Oracle Primavera P6 Professional or Microsoft Project Professional. Detailed, cost-loaded schedules (initial, baseline, monthly updates, final) are required, with progress payments contingent on approved updates.
• Hazardous Materials: Prime contractor is responsible for LBP removal and abatement, including permits and proper disposal.
• Permits & Fees: Contractor is solely responsible for obtaining all necessary permits and paying associated fees.
• Safety: Site safety officer must have 30-Hour OSHA Construction Training; all personnel require OSHA 10-hour training. Strict site safety protocols, including tool security, debris removal, and signage, must be followed.
• Warranty: 365 calendar days from acceptance, including three-month and nine-month inspections.
• Subcontracting Limitations: For general construction, the contractor must not pay more than 85% of the contract amount to firms that are not certified SDVOSBs or VOSBs (excluding material costs).
• Wage Rates: Compliance with prevailing wage rates for Richland County, SC (SC20260028) is mandatory.

A pre-proposal site visit is scheduled for Friday, March 6, 2026, at 10:00 AM EST at the WM Jennings Bryan Dorn VA Medical Center, Building 3, Columbia, SC. No pre-registration is required, but contractors must sign in. Parking is available near Building 3 in lots 11, 12, or 11A. Attendees will gather in the Building 20 conference room. Attendance is strongly encouraged.
