Quick Summary
The Department of Veterans Affairs (VA) has issued a Pre-Solicitation Notice / Request for Information (RFI) for the "Correct FCA Deficiencies Construction Project" at the Tucson CMOP, Tucson, Arizona. This RFI is for market research purposes only, seeking capability statements from qualified firms for an anticipated Firm Fixed-Price contract. The opportunity is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Capability Statements are due by February 27, 2026, at 2:30 PM CST.
Scope of Work
This project addresses deficiencies identified in a 2022 Facility Condition Assessment (FCA) and a 2021 Physical Security Risk Assessment (PSRA) to improve infrastructure and security at the Tucson CMOP. Key components include:
- Separating the Electrical Energy System (EES) into a dedicated 2-hour fire-rated secure room.
- Modifying the EES to provide 100% backup for the CMOP.
- Increasing fuel storage capacity to support a 48-hour emergency supply.
- Providing an N+1 redundant EES, including a second generator with paralleling switchgear, requiring modifications to the dock and relocation of trash/recycling compactors.
- Adding HVAC for the space underneath the mezzanine.
- Bid Alternate 1: Connecting the fire line serving the building to a backflow preventer.
- Bid Alternate 2: Replacing the roof with a single-ply thermoplastic polyolefin (TPO) membrane system. The project will be phased to minimize impact on CMOP operations.
