Statement of Work (SOW) / Performance Work Statement (PWS)

To provide construction services for the completion of roof repairs on nine buildings at the Veterans Affairs Palo Alto Health Care System (VAPAHCS) to correct deficiencies and address active roof leaks, ensuring a weather-tight building envelope.

• Repair roof damage caused by water infiltration on nine identified buildings.

• Work includes, but is not limited to:

  • Removing existing roofing and substrate inspection.
  • Repairing or replacing roof membrane as specified for each building.
  • Inspecting interior areas for water intrusion and taking corrective action.
  • Power washing existing roof membranes.
  • Performing final water tests to verify watertightness.

• Specific repairs are detailed for Buildings 4, 5, 6, 7, 100, 101, 102, and MB3, including patching, membrane installation (TPO, JMC PermaPly, etc.), drain repair/replacement, and flashing.

• Project construction services to be completed within 180 calendar days from the Notice To Proceed (NTP).

• Location: Veterans Affairs Palo Alto Health Care System, 3801 Miranda Avenue, Palo Alto, CA 94304.

• All work shall result in a complete and usable system.

• Final acceptance of completed work requires COR approval.

• Contractor shall provide a five (5) year warranty for repairs on most buildings, and a 20-year manufacturer's warranty for certain TPO systems.

• Work hours: Monday-Friday, 8:00 AM - 4:30 PM, with minimal impact on facility operations and patient care. After-hours or weekend work requires VA approval.

• Compliance with VA security measures, safety requirements, and quality control specifications.

• Site preparation includes protecting the site and building premises.

• Bids must be submitted in a format sufficient for VA staff to review costs, listing each task as an individual line item broken down by material & labor.

• Contractor shall coordinate work plans and schedules with the COR/Government.

• Adherence to all applicable codes, local ordinances, NFPA, OSHA, and VA facilities Management Technical Information Library standards.

• Contractor shall provide project management for the duration of the project.

• Removal and disposal of demolition debris in compliance with all applicable laws and regulations.

• Implementation of fall protection protocols.

• Assessment of existing rooftop equipment and electrical safe-off as required.

• Coordination with COR/VA Medical Center for designated staging areas.

• Any proposed utility shutdown requires advance notice to the VA (30 days for major impact, 15 days for minor impact).

• Contractor shall maintain and turn over as-built documents to the COR at completion.
