Statement of Work (SOW)

The objective of this project is to construct a new surface asphalt parking lot on the main parade grounds at the Boise, Idaho VA Medical Center (BVAMC). This lot will accommodate approximately 125 vehicles and is intended to serve patients from an adjacent primary care building (B.127) scheduled for completion in Spring 2026.

The contractor shall provide all materials, equipment, labor, and supervision necessary to construct the parking lot. This includes subsurface storm drainage infrastructure, sidewalks, curbing, electrical work, and finished landscaping. The work must strictly adhere to the contract Drawings and Specifications.

• The Boise VA Medical Center is a Hospital First; construction activities are secondary and may be restricted to outside normal business hours, curtailed, or delayed if they interfere with medical center operations.

• Restrictions may be imposed on activities that cause noise pollution, noxious fumes, or vibrations, even if below OSHA limits.

• Construction safety, infection control, and site security are prime requirements.

• The COR will monitor contractor performance and certify work completion.

• Weekly Safety and Interim Life Safety inspections, along with Environmental inspections, will be conducted by the COR.

• Periodic inspections of the work will be performed as detailed in the Specifications.

• Place of Performance: Boise VA Medical Center, 500 W. Fort Street, Boise, ID 83702.

• Period of Performance: Work can only take place between March and November, regardless of the award date. Refer to specification section 01 32 16.15 for contract schedule details.

• Testing: Contractor is responsible for all testing and laboratory services as per Drawings and Specifications.

• Disposal: Contractor is responsible for the correct disposal of all materials. Details on waste streams and facilities will be provided.

• Coordination: Contractor shall coordinate with the COR for any questions, concerns, or disruptions to BVAMC functions.

• Security: Contractor shall only access areas directly associated with the work and not enter patient care areas. Construction site security must be provided as identified in Specifications or Drawings.

• Government-Furnished Information (GFI): Includes this SOW, contract Drawings, and contract Specifications. No Government-Furnished Equipment (GFE) is provided.

• Packaging, Packing and Shipping: Deliveries must be addressed to the Contractor. The Medical Center will not be responsible for Contractor goods or materials. Contractor is responsible for receipt, offloading, and storage.

• Inspection and Acceptance: COR certifies work is performed to time and standard.

• Risk Control: Refer to division 01 specifications for safety, risk, and infection control guidelines.

• Quality Control: Contractor is responsible for their own quality control, as per specification 01 45 00.

• Follow-on Work: This is the first and only phase; no follow-on work is scheduled or planned.

• Conflicts of Interest: No known potential conflicts of interest.

• Non-Disclosure: Contractor shall not have access to sensitive and/or proprietary information.
