• Work Hours Clarified: Work will be performed during normal business hours (8:00 am - 4:30 pm). Requests for after-hours work must be submitted in writing for approval.
• As-Built Drawings: Digital as-built drawings (AutoCAD format) will be provided after contract award upon request; they will not be provided before the offer due date and may not reflect current conditions.
• Testing Agency: The Contractor is responsible for hiring the Testing Agency.
• Staffing Roles Clarified: The Site Superintendent, CQC, and SSHO roles can be combined if qualifications are met, but the Superintendent must be a dedicated role. Requests for combined roles must be submitted for approval.
• Period of Performance: The VA anticipates award before April 30, 2026, to allow for the March-November performance window. Contract modifications for material or wage cost increases are subject to contract terms.
• Bid Items Deleted: Technical Specification Section 01 00 00, Paragraph 1.3 “Statement of Bid Items” is deleted. The contract has only one Line Item for all work.
• Construction Fence Updated: The requirement for a temporary construction fence has been updated to a six-foot minimum height metal chain-link fence with privacy screening fabric, replacing the previously mentioned 4' plastic fence.
• Historic Preservation: No archaeological items are anticipated, and no archaeological monitoring is required. Cultural resource awareness training will be provided.
• Storage Space Deleted: Specification Section 01 00 00, part 1.28 "STORAGE SPACE FOR DEPARTMENT OF VETERANS AFFAIRS EQUIPMENT" is deleted.
• Tuberculosis Screening Deleted: Specification Section 01 35 26, part 1.13 "TUBERCULOSIS SCREENING" is deleted.
• Specialized Individuals Requirement Modified: Specification Section 01 45 00 Paragraph 3.4.C is deleted and replaced with "Not Used."
• Storm System Capacity Confirmed: The existing downstream storm drainage system has adequate capacity for the proposed improvements.
• Electrical Routing: The limits of construction on drawing CP500 are for civil work and do not apply to electrical installation shown on ES100. Trenching outside CP500 limits is required and included in the base scope.
• Subcontractor Past Performance: Past performance as a subcontractor will be accepted and evaluated per solicitation requirements. Federal projects are not required.
• CCTV Conduit Routing: The VA intends to install the CCTV conduit as shown in contract drawings. Alternatives may be considered per contract terms.
• Valley Gutter Confirmed: A standard valley gutter complying with Idaho Standards for Public Works Construction (ISPWC) Standard Drawing SD-708 will be installed at the parking lot entrance.
• Seepage Bed: The top elevation of the existing seepage bed is at 2,720.23', which should be below necessary excavation depths.
• Irrigation System: The parade grounds irrigation system outside project limits shall remain operational. The Contractor shall cap or modify the system as shown in drawings to maintain operation.

Multiple sections of the specifications and RFP have been amended or deleted as detailed above.

Proposal due date/time remains unchanged. Offerors must incorporate all changes into their proposals. The extended lookback period for past performance and the inclusion of the subcontracting limitations form are key impacts.

Statement of Work (SOW)

The objective of this project is to construct a new surface asphalt parking lot on the main parade grounds at the Boise, Idaho VA Medical Center (BVAMC). This lot will accommodate approximately 125 vehicles and is intended to serve patients from an adjacent primary care building (B.127) scheduled for completion in Spring 2026.
