Statement of Work (SOW) / Performance Work Statement (PWS)

To refurbish Yellowstone National Park's 2003 Pierce Contender fire apparatus (Engine 3) to extend its service life by an additional 15 years through replacement, rebuild, or repair of components.

• Engine and Driveline: Upgrade/replace cooling system components (hoses, radiator, water pump, cap), check A/C, replace condenser, inspect engine for leaks and health, replace all engine belts, inspect/test alternator, inspect/replace batteries and cables, inspect transmission for leaks, repair bent bracket under radiator, update chassis suspension with new springs and shock absorbers.

• Brake System: Complete brake replacement at wheel ends (shoes, pins, drums, springs, air chambers, hoses), replace all brake valves.

• Seals and Bearings: Replace wheel and hub seals, inspect wheel bearings.

• Lighting Modifications: Remove gas-powered generator, replace 240V scene lights with 12V LED, replace emergency lights with NFPA-compliant LEDs, update rear face with chevrons, ensure reflective striping meets NFPA standards, install new heavy-duty aluminum wheels, replace both windshields, replace all seat belts to meet NFPA specifications, replace SCBA seat brackets.

• Equipment Installation: Remove side spotlights, replace roof marker lights with an adjustable brow light bar.

• Fire Pump and Tanks: Evaluate engineer's panel gauges, inspect plumbing system for leaks, rebuild/replace plumbing valves and drains (same brand, no substitutions), update to Waterous VPO electric priming system, replace 1,000-gallon water tank with a 750-gallon tank, replace trim and hose bed dividers to accommodate new tank capacity.

• All refurbishment work must adhere to NFPA specifications.

• All welding must comply with American Welding Society (AWS) D1.1-96 for steel and AWS/ANSI D1.2-96 for aluminum.

• All work must be certified and performed by a Master Fire EVT.

• Compliance with NFPA 1912: Standard for Fire Apparatus Refurbishing.

• A 180-day performance period to complete the work, adjustable for unforeseen circumstances (e.g., supply chain, parts availability).

• The fire apparatus will be delivered by Yellowstone National Park.

• Any items not included in the initial bid or considered optional require approval from the Yellowstone National Park Fire Chief before work is performed.

• Upon delivery, the apparatus will be inspected, and deficiencies outside the scope will be identified.

Pricing is required for potential rebuilds/replacements of: Pump, Pump Transmission, Foam Pump, Batteries, Tires, and Gauges on Pump Panel, if deemed necessary upon inspection.
