Statement of Work (SOW) / Performance Work Statement (PWS)

To provide personnel, equipment, tools, materials, supervision, and quality control for a 2026 Soldier Reintegration Program event for the Charlie Company 1-172 IN in the Concord, New Hampshire area.

• The contractor shall provide all necessary resources for the event, except for Government Furnished items.

• The event is scheduled for April 11, 2026.

• Services are to be performed within a 20-mile radius of Concord, New Hampshire.

• Quality Control (QC) and Quality Assurance (QA) are "Reserved."

• The contractor shall safeguard all Government property.

• The contractor shall attend post-award conferences and periodic progress meetings with the Contracting Officer (KO) and other Government personnel.

• The contractor shall designate a Contract Manager (CM) with full authority for contract matters.

• The contractor must adhere to a zero-tolerance policy regarding trafficking in persons and the use of forced labor.

• Organizational Conflicts of Interest (OCI) must be identified and mitigated.

• Period of Performance: April 11, 2026.

• Place of Performance: Within a 20-mile radius of Concord, New Hampshire.

• Event Space (YRRP Event Space): Available from 0600 to 1700 on April 11, 2026.

  • Registration Tables: Four (4) tables with linens, two (2) chairs each, in the foyer (0600-1500).
  • Counseling Room: Available for four (4) adults (0600-1800).
  • Child Care Requirements: Providers must be licensed in NH, staff must pass FBI fingerprint and child abuse registry checks, maintain $500,000 liability insurance, and have current First Aid/CPR certifications. Staff-to-child ratios must meet state/DoD standards. Age-appropriate toys, games, crafts, and activities are required, along with a secure sign-in/sign-out system.
  • Child Care Room: Includes bathroom access, 2 tables, fridge, blankets, pillows, pack & plays, water, and snacks.
  • Youth Room: Includes bathroom access, 4-6 tables, water, juice, and snacks.
  • General Session: Accommodate 300 adults at banquet rounds with white linen tablecloths, adhering to fire codes and health guidance.
  • Exhibit Tables: Fifteen (15) to twenty (20) tables, two (2) chairs each, set up in the back of the general session room or in close proximity (0600-1800).
  • Audio/Visual: Large screen(s), projector(s), wireless handheld microphone, lapel clip microphone, podium for general session. Breakout sessions require a large screen, wireless microphone, and projector.
  • Breakout Rooms: Two (2) rooms, each with at least two (2) tables and four (4) chairs.

• Catering: For up to 300 adults and 10 children for a hot buffet lunch (1200-1300). No separate payment for catering.

  • Adult Buffet: Minimum one salad (two dressings), one main entrée (two options), two additional side items, bread/rolls, dessert, and beverages. "Fast food" and "cold items" are excluded.
  • Child Buffet: For approx. 10 children, including fruit, vegetable, main entrée (two options), side item, and dessert.
  • Food Menu: Avoid common allergens and label them. Prices include set-up, silverware, plates, condiments, and clean-up.
  • Final Menu Approval: By Yellow Ribbon coordinator SSG Lindsay Edum.
  • Catering Rates: Must be within Federal Government per diem rates.

• Parking: Venues must have ample parking (approx. 150 vehicles) at no cost to attendees.

• Lodging: Not needed.

• Contractor Manpower Reporting Application (CMRA): Contractor shall report all labor hours via ecmra.mil by October 31st annually.

• Technical Acceptability will be evaluated based on the quoter's ability to provide a detailed response on how they meet the Salient Characteristics of each item. Responses will be categorized as Acceptable or Unacceptable.

  • Acceptable requires the quoter to clearly state responses to all line items, provide details on how their product meets or exceeds minimum Salient Characteristics, and acknowledge the date of requirement.
  • Unacceptable occurs if the quote fails to clearly explain how the product meets or exceeds line items, or if the quoter does not provide responses to all line items.
