• RFI Due Date Change: The deadline for submitting Requests for Information (RFIs) has been updated to 25-May-2026 at 10:00 JST. RFIs should be sent via email to the contracting Point of Contact (POC). All RFIs will be posted after this date and time.

• Section A - Solicitation/Contract Form: The Purchase Requisition Number has been updated from N6275826PRYN906 to N6264926Q03040001.

• The deadline for RFIs has been extended to 25-May-2026, 10:00 JST. Bidders should ensure their RFIs are submitted by this new deadline.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for the accomplishment of cargo fuel tank cleaning/gas freeing services for the YON-290 vessel. The contract will be a Firm-Fixed-Price job order under an existing Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region. Payment will be made in Japanese Yen (JPY).

• Accomplish cargo fuel tank cleaning/gas freeing.

• Services must be performed in accordance with the Job Specification/Statement of Work (4 pages).

• Compliance with occupational and health standards for shipyard employment (29 CFR 1915).

• Adherence to quality assurance standards, including NAVSEA Standard Item 009-04.

• Contract Type: Firm-Fixed-Price Job Order.

• Period of Performance: July 22, 2026, to December 31, 2026.

• Place of Performance: SRF and JRMC Yokosuka, Japan.

• Proposals must be submitted electronically via e-mail by the deadline.

• Offerors must possess a current U.S. Navy MSRA/ABR Agreement in the Japan Region or agree to execute one.

• Award will be made to the responsible offeror whose proposal is most advantageous to the Government, considering price (Lowest Total Price) and other factors.

• A site visit is scheduled for May 19, 2026, at 10:00 JST. Attendance list must be emailed by May 13, 2026.

• This solicitation is restricted to firms possessing a current MSRA/ABR with the U.S. Navy in the Japan Region.

• Offerors located outside Japan must demonstrate compliance with DFARS 252.225-7042.

• This is a "Request for Quotation (RFQ)" but should be treated as a "Request for Proposal (RFP)".

• Payment will be made in JPY, with specific exchange rates noted.

• Contractors must comply with various DFARS and FAR clauses, including those related to electronic submission, payment, and security.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for performing cargo fuel tank cleaning and gas-freeing services on the Fuel Oil Barge YON-290, CFAS DFSP.

• Task: Perform cleaning and gas-freeing of cargo fuel oil tanks.

• Location: Throughout the Fuel Oil Barge.

• Tanks: Six (6) cargo fuel oil tanks are identified, with capacities ranging from approximately 25,899 to 34,695 gallons. These include tanks for Fuel Oil (Diesel) and Fuel Oil (JP-5).

• Process: Open, ventilate, conduct gas-freeing, empty, clean, and render dry each tank. Harmful vapors must be ventilated externally.

• Waste Disposal: Remove and dispose of waste liquid not stored for reuse to a Government-provided conveyance. Specific contact information for the SRF-JRMC Detachment Sasebo ESH Division is provided for waste transfer.

• Safety: Provide spill kits and establish communication during waste transfer. Inspect piping and hose alignment before pumping and conduct periodic walkthroughs for leaks.

• Reporting: Submit a report detailing the location, origin, and quantity of manhole covers removed.

• Cleaning: Accomplish requirements of ENCLOSURE (T) and 009-32 for cleaning and preservation to match surrounding areas.

• Inspection: Visually inspect each tank, void, and cofferdam for cleanliness prior to final closing. Document personnel present during inspection and ensure they have exited the space.

• Reporting: Periodic walkthroughs for leaks (at least once an hour).

• Manhole Covers: Install new gaskets and fasteners for each tank's manhole cover.

• Waste Conveyance: Provided by the SUPERVISOR for SRF-JRMC availabilities.

• Hours: Pumping after sunset requires SUPERVISOR approval.
