• Vent Cleaning Scope: No additional drawings are available beyond Section J. The government does not provide linear footage estimates; contractors must clean all accessible ducting. A post-award site visit may occur for quantity verification.
• Cleaning Methods: "Equivalent" to cryogenic cleaning means achieving vents free of visible debris, dust, grease, and residue using safe, industry-accepted methods. Chemical cleaning is not explicitly prohibited if it meets the end condition and regulations.
• Access Panels: Contractors are responsible for removing and reinstalling vent access panels. Authorization is needed for secured panels.
• Mold Remediation: Mold has not been tested. Third-party clearance testing is not required. Contractors shall clean visible mold per standard practices. Industrial hygienist certification is not required; government inspection will verify completion.
• Utilities: Water and electrical utilities will be provided onboard.
• Disposal: Mattress and pillow disposal must be at an off-base facility per regulations. Disposal documentation is required at closeout. These items are considered potentially biohazardous unless unused.
• Confined Space: Contractors must evaluate spaces per OSHA definitions and follow permit-required confined space entry procedures if applicable.
• Safety Plan: A site-specific safety plan is required prior to mobilization.
• NAVMED Compliance: Written certification is not required, but cleaning must meet NAVMED P-5010 standards as applicable.
• CLINs: No additional option CLINs are anticipated. CLINs 0001-0003 may be performed concurrently.
• Inspection: Acceptance is based on government visual inspection for cleanliness and absence of debris, residue, or mold.

Statement of Work (SOW) / Performance Work Statement (PWS)

• CLIN 0002: Habitable spaces must be safe, sanitary, and visually acceptable. Surfaces must be free of dirt, grease, stains, and odors. Floors must be dry and safe for traffic. Sanitary spaces must be disinfected. Galley/scullery must meet NAVMED P-5010 Chapter 1 standards. Acceptance based on Government inspection and completion report review.

• CLIN 0003: Disposal must occur at a compliant facility, and disposal documentation must be provided. Acceptance based on verification of removal and disposal documentation.

• Period of Performance: April 13, 2026 - June 19, 2026.

• Place of Performance: Apra Harbor, Naval Base Guam. The Contractor must be prepared to work at any pier location assigned.

• Contractor Responsibilities: Provide all labor, materials, and equipment; comply with safety, environmental, and base access requirements; submit daily progress and weekly status reports; provide completion reports. Specific responsibilities include safe handling of cleaning materials (CLIN 0001), use of food-safe cleaning products (CLIN 0002), and providing transportation and disposal documentation (CLIN 0003).

• Government Furnished Material: None.

• Security Requirements: Personnel must comply with local laws and Guam Naval Base security and access requirements.
