Project Overview

The purpose of the Yuba Gravel Placement project is to implement a long-term augmentation program by placing suitable-sized spawning gravel within the upper Narrows reach of the Lower Yuba River. This initiative aims to rehabilitate associated geomorphic processes and aquatic habitat in the Englebright Dam reach, improving overall ecological functionality. The project is critical for anadromous salmonid adult spawning, embryo incubation, and survival, particularly for the Central Valley spring-run Chinook salmon and Central Valley steelhead, designated as critical habitat.

Scope of Work

The contractor will be responsible for:

  • Gravel Placement: Annually placing approximately 5,000 short tons of triple-washed gravel and cobble (0.25 – 5 inches in diameter) using a sluicing injection method (pumping a water-gravel slurry through an 8-inch flexible pipe).
  • Water Truck Standby: Providing a 2,000-gallon water truck for fire suppression during the work window.
  • Road Repair (Optional): Potentially purchasing and delivering 1,000 tons of ¼" road base and 900 tons of Asphaltic Concrete (A/C) if requested.
  • Accident Prevention Plan: Developing and implementing an Accident Prevention Plan.

Period & Place of Performance

  • Location: Englebright Dam Reach of the Lower Yuba River, downstream of the HWY 20 bridge, Yuba County, CA (near Smartsville, CA).
  • Work Window: July 15th to September 1st annually. This is the only period for on-site access. Placement must begin within the first 5 days of this window unless directed otherwise.
  • Contract Duration: A Base Year (TBD 2026 – TBD 2027) with four (4) Option Years, extending through June 30, 2031.

Evaluation Criteria

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Proposals will be evaluated on:

  • Factor 1 (Technical): Documentation of ownership or immediate ability to obtain specialized equipment for injecting spawning gravel and placement through 8-inch flexible piping.
  • Factor 2 (Experience): One to three examples of past projects demonstrating successful execution of spawning gravel/cobble augmentation operations.
  • Price Factor: Firm-Fixed Price for each Contract Line Item Number (CLIN), with the total price calculated by summing all CLINs.

Special Requirements & Notes

  • Compliance: Adherence to conservation measures from the National Marine Fisheries Service (NMFS) Biological Opinion and EM 385-1-1 (USACE Safety and Health Requirements Manual), OSHA standards, and California codes.
  • Gravel Specifications: Gravel must be triple-washed and meet specific compositional requirements.
  • Security: Contract personnel must comply with general security requirements, including Antiterrorism Level 1 Training, Physical Security and Access Control, and Suspicious Activity Reporting Training. E-Verify pre-screening is required.
  • Insurance: Minimum requirements include General Liability ($1,000,000.00), Automobile Liability ($1,000,000.00), and Worker's Compensation ($100,000.00 per employee).
