This is a synopsis announcing the Bureau of Reclamation's intent to issue a Request for Proposal (RFP) for a firm, fixed-price construction contract for the Stampede Power Plant Switchgear Replacement. The procurement is set aside for Total Small Business concerns and will be conducted using FAR Part 15, contracting by Negotiation Procedures.

• Removal of the existing DCA Switchgear 480-Volt feeder enclosure and five (5) breakers.

• Replacement with a new arc-resistant enclosure and five (5) new arc-limiting 480-Volt draw-out circuit breakers, associated equipment, frames, and buss work. One spare breaker is required.

• Removal and replacement of the existing DCB enclosure and integrated molded case circuit breaker distribution panel DCB with new components.

• Removal and replacement of existing molded case circuit breaker distribution panels D1A and DCC with new panels.

• Estimated cost: $250,000.00 - $500,000.00.

• Requires 100% performance and payment bonds.

Questions & Answers / Clarifications

This document provides answers to questions and extends the Sources Sought due date to 5 PM PDT on April 15, 2026.

• High Voltage Substation: The work is located at a powerplant with two 4160VAC generating units, but the work itself involves replacing switchgear with 480VAC and under.
• Subpanel Replacement: The work includes the removal and replacement of existing subpanels DCA, DCB, D1A, and DCC.
• Backup Generator Power: Yes, backup generator power will be required. The DCA subpanel is the main station service distribution for the entire facility, and the contractor must supply necessary backup generator power.
• 24-Hour Management: No, 24-hour management is not required. Regular working hours are Monday through Friday, 7:30 AM to 4:00 PM. Work outside these hours requires coordination with the COR two weeks in advance.
• Additional Requirements: In addition to backup power, the contractor will also be required to provide restroom facilities and hand wash stations.

The due date for the Sources Sought has been extended to April 15, 2026.

Sources Sought Notice

This is a sources sought notice for market research and acquisition planning purposes only. The Bureau of Reclamation is seeking information from interested small businesses (including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned) regarding a potential contract for work at the Stampede Power Plant in Nevada County, California. The government may decide to set this acquisition aside for a specific small business category or proceed with an unrestricted solicitation based on responses.

The principal components of work involve electrical system upgrades:

• Removal and replacement of existing DCA Switchgear 480-Volt feeder breakers (five breakers: 51A, 52-1, 52-2, 52-3, 52-4) with new arc-resistant enclosures and arc-limiting 480-Volt draw-out circuit breakers. One spare 52A breaker is also required.
