Scope of Work

The project focuses on stabilizing and restoring Building 40, a contributing resource to the Fort Hancock and Sandy Hook Proving Ground National Historic Landmark District. All work must conform to the Secretary of the Interior Standards for the Treatment of Historic Properties. Key tasks include:

  • Interior Repairs: Debris removal, wood floor repair (subfloor structural integrity, joist repair, new decking), and salvaging intact floorboards for the Gymnasium. A Professional Engineer (P.E.) assessment is required for interior structural components.
  • Roof Replacement: Comprehensive inspection and repair of wood truss framing, removal of existing roofing, repair of decks and framing, installation of new asphalt shingles for the Gymnasium and gable sections of the Post Office/YMCA. Flat roof sections of the Post Office/YMCA will receive a new 80-mil thermoplastic polyolefin (TPO) membrane system.
  • Exterior Repairs: Repair of wood fascia and soffit, and repair of existing copper gutters and downspouts (minimum 16 oz copper).
  • Optional Work: Additional fascia repairs and boarding window openings. All materials must comply with Buy American-Construction Materials requirements.

Contract Details & Evaluation

This is a Firm-Fixed Price contract with a Total Small Business Set-Aside (NAICS 238160, size standard $19.0 Million). The period of performance is 365 calendar days after the Notice to Proceed, which will commence within 10 calendar days. Award will be based on a Lowest Price Technically Acceptable (LPTA) evaluation, considering Technical Approach and Schedule, Project Experience, Management Approach and Safety, and Price. Performance and Payment Bonds are required, along with a bid guarantee (20% of bid price or $3M max). Department of Labor wage rates apply.
