• Award will be made to the responsible offeror whose proposal complies with solicitation requirements, submitting the Lowest Price Technically Acceptable (LPTA) proposal that meets or exceeds acceptable standards, and is determined to be the best value to the Government. Tradeoffs are not permitted.

• THIS SOLICITATION IS SET ASIDE FOR SMALL BUSINESS CONCERNS.

• Prospective bidders are urged to examine the work site.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace two existing hot water heater tanks serving the main office building, multipurpose building, and warehouse at the Medford Interagency Office (MIO) District Office.

• Demolition and removal of two existing hot water heater tanks and associated hardware.

• Installation of new, high-efficiency water heaters.

• Reconfiguration of existing water heating system piping and vent piping.

• All necessary electrical work related to the installation.

• Demonstration and training for Bureau of Land Management (BLM) site personnel on the new water heater functions and routine maintenance.

• New water heaters must meet specific technical requirements including:

  • Heat Capacity (Input): 130,000 BTU/Hr.
  • Capacity: 100 gallons
  • Minimum Flow rate: 0.5 GPM
  • DHW Flow rate: 11.2 GPM (35°F temp rise), 8.7 GPM (45°F temp rise), 5.6 GPM (67°F temp rise)
  • Gas Type: Natural
  • Power Supply: 120 volts, 60Hz
  • Water pressure: 15-150 PSI

• Product technical sheets must be submitted with quotes, meeting Energy Star requirements with a thermal efficiency of 98%.

• All work must be insulated and fastened according to industry standards.

• System components (pressure and hot water settings) must be adjusted.

• A thorough check for leaks after piping work is complete is required.

• The project location is the Main Office Building of the Medford District Office at 3040 Biddle Road, Medford, Oregon.

• The contract type is a single contract for all work.

• A licensed plumbing contractor is required; a copy of the license must be submitted with the quote.

• Operation and maintenance manuals for the new water heaters must be furnished.
