Pre-Solicitation Notice

• Estimated Period of Performance: 45 days from Notice to Proceed, to be completed prior to May 31, 2026.

• Bonding: Payment bond required for awards over $35,000.00.

• A Request for Quotes (RFQ) is anticipated on or about February 27, 2026, to be posted on SAM.gov.

• Contractors must monitor SAM.gov for the solicitation and any amendments.

• Registration in the System for Award Management (SAM) is required for award eligibility.

• Solicitation Set-Aside: 100% Total Small Business. Only companies qualifying as a small business under the applicable size standard will be considered.

To repair and maintain the Muskrat potable drinking water well located at the Muskrat Fire Station in Tooele County, Utah, ensuring it is operational before the start of the fire season in May 2026.

This project involves cleaning out the well, scrubbing and cleaning the casing, re-perforating specific sections of the existing casing, drilling an additional 20 feet to create a silt basin, and relining the well with new 5-inch Schedule 40 steel casing. Following these repairs, a new submersible pump, drop pipe, and submersible wire (all provided by the Government) will be installed. The well will then be test pumped for a minimum of 10 hours to determine its specific yield.

• The well must be operational before the end of May 2026.

• The test pump duration is a minimum of 10 hours or until drawdown stabilizes.

• Specific yield and draw-down elevation must be reported.

• Period of Performance: Anticipated contract award in early to mid-April 2026, with a 45-day period of performance, including submittals, material ordering, and implementation. The well must be in service by the end of May 2026.
