Project Overview
This solicitation seeks a contractor to repair and enhance improved access and park visitor experience at Farmington Landing and Fort Foote. The current conditions, including poor drainage, potholes, barriers, and lack of signage, do not meet high-quality visitor experience standards or Architectural Barriers Act (ABA) Chapter 10 Outdoor Recreational Standards (ABA/ABAAS), USDOT, and MDOT requirements.
Scope of Work
The project primarily focuses on accessibility improvements and facility upgrades:
- Farmington Landing: Demolition of existing guardrails, trash cans, and benches; grading and re-surfacing parking lots with new crushed stone, steel edging, and geotextile fabric; installation of new wood parking guardrails/stops, fishing rod holders, and wildlife-resistant trash receptacles; planting a native sycamore tree.
- Fort Foote: Demolition and removal of a defunct composting toilet facility; grading and re-surfacing the access road and parking lot with new crushed stone, steel edging, and geotextile fabric; installation of new wood parking stops and guardrails, wildlife-resistant trash receptacles; and replacement of an 18" diameter, 14ga galvanized steel culvert.
- Optional Items (Both Locations): Replacement of Visitor Information Signage (VIS) and provision/installation of new picnic tables at Fort Foote.
- General Requirements: Traffic management, safety control, proper waste disposal, restoration to acceptable standards, and strict compliance with ABAAS.

Special Requirements & Clarifications
- Site Conditions: No utilities exist within proposed excavation limits, and no bulk water fill is available. Bidders should assume previously disturbed areas and generally suitable subgrade. No soil boring reports, survey, CAD, or geotechnical data will be provided by NPS.
- Work Execution: Simultaneous work at both locations is permitted. A single qualified individual may fill Superintendent, SSHO, and QC Manager roles.
- Environmental: Strict adherence to environmental and archeological protection measures is required, especially at Farmington Landing. NPS will provide archaeological monitoring if necessary.
- Materials & Standards: All materials and labor require a one-year warranty. Compliance with ABAAS Chapter 10 Outdoor Recreational Standards is mandatory. Specific specifications for Visitor Information Signage (VIS) hardware, symbols, and colors are provided in attachments.
- Government Role: NPS will serve as the Authority Having Jurisdiction (AHJ); third-party inspections and permitting are not required.
- Contractor Responsibilities: Contractor is responsible for all labor, materials, tools, transportation, permits, equipment, temporary facilities (e.g., porta-potties), waste disposal, and temporary erosion/sediment controls.
