• Provision for remote monitoring capabilities for key water system parameters.
• New Work Items (per Addendum 2): Installation of a new dry-barrel fire hydrant assembly (including associated accessibility improvements) and an underground conduit extension for future electrical service. Costs for these new items must be incorporated into CLIN 001 (Water Distribution System Replacement).
• Compliance with all applicable federal, state, and local regulations, including environmental protection, safety, and waste management. Davis-Bacon Act wage rates (WA20250046) apply for heavy construction, including water and sewer line construction in Grays Harbor County, Washington.

Contract Details

• Contract Type: Firm-Fixed Price.
• Period of Performance: To begin within 10 calendar days after notice to proceed and complete within 200 calendar days after receiving notice to proceed.
• NAICS Code: 237110 (Water and Sewer Line and Related Structures Construction) with a small business size standard of $39.5M.
• Set-Aside: Total Small Business Set-Aside (FAR 19.5).
• Limitations on Subcontracting: A worksheet is required to demonstrate compliance with the 85% threshold for prime and Similarly Situated Subcontractor (SSS) participation for general construction.

Submission & Evaluation

• Proposals Due: March 13, 2026, by 12:00 PM local time.
• Submission Method: Electronically via email to michael.davidson@nps.gov. Proposals must be submitted in separate VOLUMES (I and II), with each email attachment no larger than 30 MB.
• Registration: Offerors must be registered in the System for Award Management (SAM).
• Evaluation Process: Best Value Continuum Tradeoff Process, considering Technical Capability, Past Performance, and Price. Technical and Past Performance are weighted equally and are approximately equal to Price.
• Key Evaluation Factors:
  • Technical Capability: Quality of impact minimization plan, critical path construction schedule, and relevant prior experience.
  • Past Performance: Quality, timeliness, business relations, and cost control, assessed via a Past Performance Questionnaire.
• The Government intends to award without discussions but reserves the right to hold discussions if necessary.
