Submissions should be in separate VOLUMES (I and II), with each email attachment not exceeding 30 MB. Offerors must be registered in SAM. Evaluation will follow a Best Value Continuum Tradeoff process, considering Technical Capability, Past Performance, and Price. Technical and Past Performance are weighted equally and are approximately equal to Price. Key evaluation factors include the quality of the impact minimization plan, critical path construction schedule, relevant prior experience, quality, timeliness, business relations, and cost control. Past Performance information should be submitted in Volume I, and CPARS evaluations are acceptable.
