Attendance at this site inspection is considered vital for preparing a competitive and cost-effective quote. It is emphasized that failure to attend may not be used as justification for omissions or miscalculations in technical or price proposals. All questions arising from the site inspection will be summarized and provided as a solicitation amendment. No individual site inspections will be offered. Parties planning to attend must RSVP.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and rehabilitate the observation deck floor and fire escape of the Control Tower at the Tuskegee Airmen National Historic Site (TUAI).

• Task 1: Repair Control Tower Observation Deck: Clean and inspect the observation deck floor for cracks and leaks. Repair deficiencies by layering elastomeric roofing to ensure proper flow to the scupper. Coat the entire deck surface with an elastomeric roofing system. Clean and seal the concrete parapet cap.
• Task 2: Replace the Fire Escape: Remove and document the existing wood fire escape. Construct a new fire escape system, including two balconies and a ladder, using pressure-treated wood materials that match the existing structure's dimensions. The new fire escape will be anchored with steel anchors and painted with approved exterior grade latex paint.

All preservation work and practices must comply with the Secretary of the Interior's Standards for Historic Preservation. Salvageable fabric should be stabilized and reused where possible.

• Materials: Use architectural style asphalt shingles, aluminum drip edge, and approved sealants. Gutter components (gutters, end caps, downspouts, outlets) must be specific aluminum types and thicknesses. Use park-approved primer and exterior grade latex paint.

• Quality Assurance: Develop and maintain a Quality Control Program to ensure services meet commercial practices and identify/prevent defective services. The government will periodically evaluate performance.

• Submittals: Prior to Notice to Proceed, submit Project Safety Plan, Proof of Insurance, and Performance and Payment Bonding.

• Site Visit: Highly recommended for contractors to conduct a site visit prior to submitting a quote.
