Pre-Solicitation Notice

This notice is for informational, market research, and planning purposes only. It does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP), nor does it commit the Government to any future contract. The Northern Rockies Major Acquisition Buying Office intends to issue a Request for Proposal (RFP) for the remodel of the Visitor Center at Golden Spike National Historic Site.

The project involves modifications and alterations to a 4,500 sq ft visitor center. Key scope elements include:

• Modifying north view plaza access to accommodate expanded building footprint.

• Enclosing the north porch to expand the building size and provide a new exterior wall.

• Exhibit modifications and construction of new exhibits.

• Relocating WNPA offices and NPS offices.

• Renovating the A/V storage closet.

• Updating finishes throughout the main visitor's area.

• Reworking existing HVAC systems, including removal and replacement of ductwork.

• Concealing existing fire protection systems in renovated areas.

• Reworking existing electrical systems (power and lighting) for new exhibits and AV upgrades.

• Type of Procurement: Firm Fixed Price Contract

• Magnitude of Construction: Between $1,000,000 and $5,000,000

• Period of Performance: Estimated October 15, 2026, through December 31, 2027

• Specific proposal submission instructions will be in the solicitation documents.

• The solicitation is anticipated to be issued in late May 2026.

• A complete copy of project specifications will be provided with the solicitation.

• The solicitation package will be available electronically at SAM.gov under solicitation #140P1426R0012 in Adobe PDF format.

• This procurement will be solicited as a Total Small Business Set-Aside.

• The Government reserves the right to change the set-aside based on further market research.

Sources Sought Notice

This notice is for market research purposes only to determine the availability of qualified contractors capable of performing construction services to remodel the Visitor Center for New Exhibits at Golden Spike National Historic Park. The National Park Service (NPS) is not obligated to issue a solicitation or award a contract based on this notice.

The project involves refurbishing the 4,500-square-foot Visitor Center, built in 1968. Key tasks include:

• Updating interior finishes (walls, floors, ceilings).
• Modernizing electrical components (1960s era) with energy-efficient lighting and adjusted circuits.
• Updating HVAC components.
• Minor modifications to fire sprinklers, fire alarms, intrusion alarms, and communication systems.
• Rodent-proofing, and asbestos and lead paint abatement.

The goal is to transform the center into a modern space with an engaging, interactive visitor experience, addressing deferred maintenance, improving accessibility, energy efficiency, pest control, and office functionality.

• Estimated magnitude of construction: $1,000,000 to $5,000,000.
