Scope of Work
This project involves significant modifications and alterations to the 4,500-square-foot Visitor Center, built in 1968. Key tasks include:
- Architectural & Structural: Modifying the north viewing plaza, enclosing the north porch to expand the building footprint, constructing new exterior walls, modifying existing exhibits, and building new interactive exhibits. This also includes relocating WNPA retail and NPS offices, renovating the A/V storage room, and updating all interior finishes.
- Mechanical & Electrical: Reworking existing HVAC systems (including ductwork removal/replacement), concealing fire protection systems, and modifying electrical systems (power and lighting) to support the new layout, exhibits, and audiovisual upgrades.
- Accessibility & Maintenance: Addressing deferred maintenance, improving accessibility, energy efficiency, and pest control. The solicitation includes two option items: Option 1 for administrative area renovation (office reconfiguration, conference room, new finishes) and Option 2 for painting the entire exterior of the Visitor Center.

Past Performance and Project Experience are more important than Key Personnel Experience, Schedule, and Safety.
- Required Attachments: Bidders must review detailed Specifications, Drawings, Submittal List, Final 100% CDs, and the DOL Wage Determination (UT20260081 for Box Elder County). A Past Performance Questionnaire (Attachment 9) is a critical component for evaluation.

The government intends to separately procure Title III Architect-Engineer (A-E) services for construction administration. Vendors must have an active SAM.gov registration and UEI.
