This is a pre-solicitation notice for a firm-fixed price, construction contract to be awarded by the National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO). The project involves exterior and interior repairs to five buildings and a chain link fence at the St. Croix National Scenic Riverway in Pine City, MN.

• Exterior Cleaning & Painting: All five buildings will be cleaned, prepped, and painted light grey according to MPI Repainting Manual standards.

• Main Shop: Electrical panel replacement (200A main, 100A subpanel), lighting upgrades (6 high-bay LEDs), and replacement of a 75,000 BTU radiant tube shop heater. Approximately 2,900 sq ft of exterior painting.

• Wood Shop: Replacement of two service doors/frames/hardware, lighting upgrades (8 high-bay LEDs), and replacement of a 10'x10' overhead garage door and motor. Approximately 1,650 sq ft of exterior painting.

• Small Storage Building: Approximately 400 sq ft of exterior painting.

• Large Pole Building: Replacement of two service doors/frames/hardware and three 10'x10' uninsulated overhead garage doors/motors. Approximately 1,800 sq ft of exterior painting.

• Gas Shed: Replacement of 16' of clear ridge cap, one 72"x84" insulated double metal service door set/frames/hardware, and approximately 100 sq ft of exterior painting.

• Chain Link Fence & Gate (approx. 400'): Replacement of ~90' of 7' tall chain-link fence with 3-strand barbwire top, repair of a ~10' section, and replacement of a non-operational powered gate opener with new electrical service from the Main Shop panel.

• Electrical Compliance: All electrical work must comply with the 2026 National Electric Code (NEC). A third-party state-licensed electrical inspection is required.

• Contract Type: Firm-fixed price construction contract.

• Period of Performance: 90 calendar days.

Sources Sought (Market Survey)

The National Park Service (NPS) is conducting a market survey to gauge contractor interest and capability for an upcoming project at the St. Croix National Scenic Riverway in Pine City, MN. This is not a solicitation, and responses are voluntary. The results will inform the acquisition strategy.
