Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for upgrading the generator fuel lines and delivery systems at the VA Martinez Medical Center and the VA Clinic at Mare Island.

Martinez Campus - Building 19:

• Replace fuel oil piping (including excavation, backfill, and site restoration for underground piping).
• Implement seismic restraint for aboveground piping and equipment.
• Replace fuel oil transfer pump.
• Replace leak detection system.
• Integrate new fuel management system with existing building automation system.
• Implement ICRA requirements.
• Replace valving, pipe supports, and controls, and associated electrical wiring.
• Commission new systems.

Martinez Campus - Building 20:

• Replace fuel oil piping (including excavation, backfill, and site restoration for underground piping).
• Perform incidental architectural work for indoor ceiling replacement.
• Implement seismic restraint for aboveground piping and equipment.
• Replace pump assembly and controller for 6,000-gallon fuel tank.
• Replace leak detection system.
• Integrate new fuel management system with existing building automation system.
• Implement ICRA requirements.
• Add a fuel polisher to the fuel oil system.
• Commission new systems.
• Replace valving, pipe supports, controls, and associated electrical wiring.

Mare Island Campus - Building 201:

• Replace existing 3" and 1" double wall containment fuel piping.
• Provide containment pan where double-wall containment cannot be installed.
• Replace fuel oil transfer pumps.
• Implement seismic restraint for aboveground piping and equipment.
• Replace leak detection systems.
• Integrate new fuel management system with existing facility building automation system.
• Replace valving, pipe supports, controls, and associated electrical wiring.
• Replace duplex supply pumps.
• Replace return pump and provide NEMA enclosure.

General Requirements for all locations:

• Proper disposal of all materials and waste fuel according to VA, local, state, and federal guidelines.

• Replacement fuel piping shall be double wall containment with line leak detection.

• Contractor is responsible for returning damaged landscape/hardscape/roads/curbs to existing conditions.

• The period of performance is 365 days from the Notice to Proceed (NTP).

• Locations: VA Martinez Medical Center, Martinez, CA and VA Clinic, Mare Island, CA.

• A site visit is highly recommended.

• Contractor must adhere to project Specifications and Drawings.

• Submittals must be managed through "Submittal Exchange" web-based application.

• Contractor personnel must be listed prior to work start.

• All contractors must display VA-issued ID badges.

• Smoking is prohibited inside buildings; cellular phones and two-way radios are restricted in certain areas.

• Compliance with OSHA Blood Borne Pathogens Standard is required.

• Contractor's Performance Evaluation will be completed upon project completion.

• Services are performed during normal working hours (8:00 a.m. - 4:00 p.m., Monday-Friday), excluding federal holidays.
