Eligibility & Requirements

Offerors must be verified as an SDVOSB in the SBA's VetCert database (or listed in DSBS) at the time of offer submission and prior to award. Required bonds include Bid Bonds, Payment Bonds, and Performance Bonds. Contractors must comply with Davis-Bacon Act wage determinations (CA20250018 for Contra Costa County and CA20260007 for Solano County). All workers must complete the OSHA 10-hour safety course, and supervisors the OSHA 30-hour course. Contractors must also meet specific safety and environmental record requirements, including an Experience Modification Rate (EMR) of 1.0 or less and no more than three serious, one repeat, or one willful OSHA/EPA violation in the past three years. A mandatory Certificate of Compliance for Limitations on Subcontracting (VAAR 852.219-75) must be submitted, certifying that for general construction, no more than 85% of the contract amount (excluding materials) will be paid to non-VIP-listed SDVOSBs/VOSBs.

Additional Notes
