Set-Aside & Eligibility
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be certified as SDVOSBs by the SBA and listed in the SBA certification database at the time of proposal submission and award. A bid guarantee (SF 24) of not less than 20% of the proposal price (not exceeding $3,000,000) is required, along with Payment and Performance Bonds (SF 25A and SF 25). Offerors must also comply with subcontracting limitations, certifying that no more than 85% of the amount paid by the government will go to non-SDVOSB/VOSB firms for general construction, excluding material costs.
Submission & Evaluation
Proposals must be submitted via email to Scott.Elias@va.gov and Mario.Hairston@va.gov. Submissions require three separate volumes: Volume I (Technical), Volume II (Price), and Volume III (Administrative). Each volume must be a searchable PDF, attached to a separate email, and less than 5MB. Evaluation will be based on a "best value" approach using the Lowest Price Technically Acceptable (LPTA) method, considering technical qualifications, key subcontractors, project execution, and price. Bidders must use the provided Division Pricing Template, Key Subcontractor Information form (for up to three projects meeting specific criteria), and Key Personnel qualification forms (for Project Manager, Onsite Superintendent, SSHO, and CQC System Manager). Prevailing wage rates (Davis-Bacon Act) for Cumberland and Hoke Counties, NC, apply.
