Statement of Work (SOW)

• Comprehensive third-party inspections and testing for all divisions, paid for by the General Contractor.

• Provision of an Infection Control Plan and adherence to OSHA safety requirements.

• Submission of detailed pricing proposals, including subcontractor breakdowns and third-party inspection costs.

• Period of Performance: 540 calendar days from the Notice to Proceed.

• Location: Mather VA Hospital – Building 650, 10535 Hospital Way Bldg. 700, Mather, CA, 95655.

• Temporary Facilities: Installation of temporary pharmacy facilities in the Canteen lot, with specific timelines for VA relocation.

• Infection Control: Level IV Infection Control standard throughout construction.

• Security: Compliance with VA security management program; all employees must be identified and restricted from unauthorized access.

• Testing & Inspection: All testing by certified laboratories; all inspections by third-party consultants paid by the Contractor. The VA will not perform or pay for inspections.

• Personnel: Contractor to provide a list of personnel, including leads and supervisors, to the COR. All contractors must display visible ID badges.

• Records Management: Strict compliance with Federal and VHA records management laws and regulations, including safeguarding Federal records and reporting any unauthorized disclosures.

• Subcontracting: Flow-down of requirements to subcontractors, with written acknowledgment required.

• Site Visit: A pre-proposal site visit will be held; date to be cited in the solicitation.

The Department of Veterans Affairs (VA) is seeking information to determine a procurement strategy for Project 612A4-19-016, which involves renovating the Outpatient Pharmacy and HVAC systems at the Mather VA Medical Center in Sacramento, CA.
